With the rise of Emerging Engineering Education (hereinafter referred to as 3E), universities in Western China (hereinafter referred to as UWC), are facing challenges with their upgrading and transformation. This paper focuses on the construction of first-class emerging engineering courses in these universities, analyzes the status quo and proposes construction standards and an evaluation system. Key points include modernization of course content, innovation in teaching methods, cultivation of practical abilities, and expansion of international perspectives. The evaluation system covers course quality, teaching effectiveness, and student feedback, aiming to guide UWC to improve education quality and cultivate talents for the new era.
