Education, technology, and talent are the fundamental and strategic support for the comprehensive construction of a socialist modernized country. And talent is the core element that drives technological innovation and leads industrial transformation. Higher education institutions should identify effective methods and breakthroughs for cultivating innovative talents, consciously assume the main responsibility of serving the cultivation of innovative talents, and strive to build an innovative talent training system. In this context, innovation in student training mechanisms and changes in higher education management have become a necessary path for cultivating innovative talents. It is necessary for higher education institutions to innovate management concepts, methods, and systems around teacher management, resource management, and achievement management, in order to fully leverage the best efficiency of educational management. In order to improve the quality of innovative talent cultivation in higher education institutions, this article will first analyze the importance of carrying out educational management reform based on innovative talent cultivation. Then, it will analyze the existing problems in higher education management, and finally explore effective strategies for higher education management reform from the aspects of top-level design, institutional system improvement, and innovative management methods. It is expected to provide some reference for the development of related work and continuously improve the quality level of higher education.
