Abstract: High-quality development is the core theme of higher education reform and development in our country in the new period. As one of the important types of higher education in China, local colleges and universities aim to serve the economic and social development of the region and pay attention to the training of high-quality local talents. The remarkable characteristics of local, service and adaptability determine the different development model of local colleges and universities under the central government. To promote the high-quality development of local colleges and universities in China, it is necessary to base on the new era and grasp the basic connotation of the high-quality development of local colleges and universities. Based on the analysis and discussion of the value orientation of the high-quality development of local colleges and universities, this paper discusses the practical approach of the high-quality development of local colleges and universities, including adhering to the “conformal” development road, innovating the concept of running a school, reconstructing the operation mode and improving the governance mechanism.
