The proposal work of the University Faculty Congress is an essential component of the democratic governance and a critical link in realizing the democratic rights of faculty and advancing the rule of law in university management. This research begins with an analysis of the value and significance of proposal work, exploring its political importance, managerial efficacy and cultural function in the construction of modern university systems. By addressing current challenges faced in proposal work, it proposes practical paths to optimize proposal quality, improve handling mechanisms, and strengthen follow-up evaluation. This research aims to provide theoretical references and practical insights for promoting university governance and capabilities.
